Invitation for Bids for "Stainless Steel Hydrogenation Reactor"

Our company, Shanghai Huilun Hubei Pharmaceutical Co., Ltd., currently has a registered capital of 130 million yuan and is a wholly-owned subsidiary of Shanghai Huilun Pharmaceutical Co., Ltd. Established in 2004, Shanghai Huilun Pharmaceutical Co., Ltd. is a high-tech enterprise dedicated to the research and development of small molecule innovative drugs and generic drugs, as well as technical services. It has received funding from multiple national, municipal, and district-level funds, including the National Science and Technology Major Special Projects, the Ministry of Science and Technology's Small and Medium-sized Enterprise Innovation Fund, the Science and Technology Development Fund of Pudong New Area, Shanghai, and the "Science and Technology Innovation Action Plan" of Shanghai. It has also been awarded titles such as "Shanghai Science and Technology Little Giant Cultivation Enterprise", "Shanghai Patent Work Pilot Enterprise", and "Shanghai Pudong New Area Enterprise R&D Institution".

The high-end active pharmaceutical ingredient (API) international standard production base project of Shanghai Huilun Hubei Pharmaceutical Co., Ltd. is located in Yaojiagang Chemical Industry Park, Zhijiang, Yichang City, Hubei Province. We hereby issue an invitation for bids for the addition of one "stainless steel hydrogenation reactor" to the new API base of the factory. Detailed model, quantity, and technical requirements are provided in the User Requirements Specification (URS). Domestic third parties with contractual capabilities are welcome to submit bids in accordance with the relevant requirements of this invitation for bids. The content of this invitation for bids will have the same legal effect as the contract.

3. Bidding content: Invitation for bids for stainless steel hydrogenation reactors, including technical requirements (URS), technical bid format, and commercial bid quotation format (interested and qualified suppliers can contact our procurement department for these documents).

4. Bidding conditions and requirements

4.1 Special Note: Bidders are kindly advised to carefully read this invitation for bids before submitting their proposals. Bidders must submit both the technical proposal and the commercial proposal in accordance with the fixed bid format provided by the bid inviter. Failure to do so will result in the bid being rejected as non-compliant during the bid opening process.

4.2 Bidding entities are required to provide legal documentation proving their corresponding qualifications, as well as proof of authorization from the contact person. Examples include the "Business License" and information on the qualifications and credit status of the pressure vessel design, equipment manufacturing, and machining capabilities.

4.3 The bidding document and the power of attorney from the authorized person shall be stamped by the requesting unit, signed by the person in charge, and marked with the contact number and ID number.

4.4 It is necessary to list the relevant work performance tables of the raw material pharmaceutical and intermediate factories that have signed contracts in recent years for purchasing similar models of refrigeration units; and at least provide 2-3 raw material pharmaceutical enterprises with the same specifications for us to visit and inspect on site.

4.5 The bidder must clarify and ensure that the delivery cycle (within 30 days) allows for supply of goods. It is required to ship the goods before August 30, 2025. Any terms in the URS that cannot be met must be explained and justified.

4.6 The commercial bid must be quoted in accordance with our format requirements, with detailed prices and a total price listed for each model. The warranty period shall not be less than 1 year, and the payment method shall be 3-3-3-1.

4.7 The technical bid shall not reflect any prices, but may include company profile, technical description, service life of pressure vessels, URS satisfaction, patents, qualifications, customer list, configuration and list of wearing parts, process flow description, qualification and performance table, etc. For details, see Annex I.

4.8 The commercial bid only reflects the price content, delivery date, and payment method; the commercial bid and technical bid must be separately packaged and sealed, and an electronic Word version of the bid document must be provided.

The bidder with the highest comprehensive score in terms of equipment and labor qualifications, manufacturing process, technical proposal, equipment safety, configuration, and post-quality assurance will be awarded the bid; the bid evaluation results will not be explained to the bidding party.
