Invitation for Bids: "1 set of screw-type refrigeration unit"

Our company, Shanghai Huilun Hubei Pharmaceutical Co., Ltd., currently has a registered capital of 130 million yuan and is a wholly-owned subsidiary of Shanghai Huilun Pharmaceutical Co., Ltd. Founded in 2004, Shanghai Huilun Pharmaceutical Co., Ltd. is a high-tech enterprise dedicated to the research and development of small molecule innovative drugs and generic drugs, as well as technical services. It has received funding from numerous national, municipal, and district-level funds, including the National Major Science and Technology Special Projects, the Ministry of Science and Technology's Innovation Fund for Small and Medium-sized Enterprises, the Science and Technology Development Fund of Pudong New Area, Shanghai, and the "Science and Technology Innovation Action Plan" of Shanghai. It has also been awarded titles such as "Shanghai Science and Technology Little Giant Cultivation Enterprise", "Shanghai Patent Work Pilot Enterprise", and "Shanghai Pudong New Area Enterprise R&D Institution".

The high-end active pharmaceutical ingredient (API) international standard production base project of Shanghai Huilun Hubei Pharmaceutical Co., Ltd. is located in Yaojiagang Chemical Industrial Park, Zhijiang, Yichang City, Hubei Province. We hereby issue an invitation for bids for the addition of one set of "screw-type refrigeration unit" to the new API base of the factory. Detailed model, quantity, and technical requirements are provided in the User Requirements Specification (URS). Domestic third parties with contractual capabilities are welcome to submit bids in accordance with the relevant requirements of this invitation for bids. The content of this invitation for bids will have the same legal effect as the contract.

4. Bidding conditions and requirements

4.1 Special Note: Bidders are kindly advised to carefully read this invitation to bid before submitting their proposals. Bidders must submit both the technical proposal and the commercial proposal in accordance with the fixed bid format specified by the bid inviter. Failure to do so will result in the bid being rejected as non-compliant during the bid opening process.

4.2 Bidding entities are required to provide legal documentation verifying their corresponding qualifications, as well as proof of authorization from their contact person. Examples include the "Business License" and information on their qualifications and credit status in pressure vessel design, equipment manufacturing, and processing.

4.3 The bid document and the power of attorney from the authorized person must be stamped by the requesting unit, signed by the person in charge, and indicate the contact phone number and ID number.

4.4 It is necessary to list the relevant work performance tables of the raw material drug and intermediate factories that have signed contracts in recent years for purchasing similar models of refrigeration units; and at least 2-3 raw material drug enterprises with the same specifications should be provided for us to visit and inspect on site.

4.5 The bidder must clarify and ensure that the goods can be supplied within the delivery cycle (within 30 days), and it is required to ship the goods before August 30, 2025. Any terms in the URS that cannot be met must be explained.

4.6 The commercial bid must be quoted in accordance with our format requirements, with detailed prices and total prices listed for each model. The warranty period shall not be less than 3 years, and the payment method shall be 3-3-3-1.

4.7 The technical bid shall not reflect any prices, but may include the company profile, technical specifications, service life of pressure vessels, URS compliance, patents, qualifications, customer list, list of configurations and consumable parts, process flow description, qualification and performance table, etc. For details, see Annex I.

4.8 The commercial bid only reflects the price content, delivery date, and payment method; the commercial bid and technical bid must be separately packaged and sealed, and an electronic Word version of the bid document must be provided.

The bidder with the highest comprehensive score, considering factors such as equipment and workmanship quality, manufacturing process, technical proposal, equipment safety, configuration, and post-sale quality assurance, will be awarded the contract. The bid evaluation results will not be explained to the bidders.
